With Hong Kong as their base, when it comes to where the city's local and international business community should invest, expand or operate, the Greater Bay Area (GBA), the Belt & Road Initiative (BRI) and the Regional Comprehensive Economic Partnership (RCEP) offer a multitude of opportunities. As a major national development strategy, the GBA can also act as a conduit
for Hong Kong to integrate into the “dual circulation” strategy to reorient China’s economy by prioritising domestic consumption (internal circulation) while remaining open to international trade and investment (external circulation).
The GBA initiative, with its aim to develop an international innovation and technology (I&T) hub, creates significant opportunities for Hong Kong’s Fintech sector. In May
last year, supporting the deepening access between
Hong Kong and the Mainland’s financial markets, Beijing issued the “Opinions Concerning Financial Support for the Establishment of the GBA”. In support of Beijing’s national strategy, Hong Kong’s 2020 Policy Address also reiterated efforts to strengthen the city’s integration into the GBA.
The GBA has already become the home for a number of Fintech companies. Although many of them are start-ups, they are not limited to the commonly recognised areas such as artificial intelligence, big data and cloud. They also use diversified technologies such as blockchain, digital ID, and Internet of Things (IoT).
To achieve a better understanding of the development and performance of the domestic startup ecosystem, and also to identify growth opportunities available in the GBA, in mid-2020 HKTDC Research conducted a questionnaire survey and indepth interviews with local startups. The aim was

The survey found that local startups find the huge market size and lower cost of doing business in the GBA appealing. Nearly half of the respondents said they were interested in expanding into the GBA market. Indeed, spurred by the continuous improvements to the Mainland business environment, Hong Kong enterprises are paying considerable attention to the planning and development situation on the Mainland, so much so that there has been a sustained increase in the number of Hong Kong-invested enterprises expanding across the border. For example, Hong Kong companies are now considering setting up offshoots in the GBA in order to make it easier to carry
out negotiations with business partners, secure orders from clients and handle Mainland business affairs.

為深入了解香港初創生態系統的發展情況和表 現,以及探索大灣區的發展機遇,香港貿易發展 局經貿研究在2020年年中對本地初創企業進 行了問卷調查和深入訪談,以提高對本地創業 生態系統發展和成效的了解。調查發現,本地初 創企業認為大灣區的龐大市場規模和較低的營 運成本極具吸引力。近一半受訪者表示有意進 一步拓展大灣區市場,事實上,在內地營商環境 不斷改善的帶動下,香港企業都十分重視內地 的規劃和發展,因此港商投資的跨境企業數目 持續增加。不少香港公司正考慮在大灣區設立 分部,以方便與業務夥伴協商、爭取客戶訂單, 以及處理內地業務。
自2020年1月1日起,國家為精簡在內地設立企 業的工作,推出了信息報告制度,以取代原有的 外商投資企業審批、備案和聯合年報制度,從而 令設立香港或其他外資企業的程序大為簡化。 除個別受限制行業,設立香港或其他外資企業 不再需要相關商務部門的審查、批准或備案。取 而代之,設立(以及隨後的任何更改)有關企業的 記錄可直接通過一站式電子政務平台提交,所 有所需投資信息都可在網上呈報相關商務部門。
