   As the Head of a frontline commercial banking department when the global “Black Monday” stock market crash took place in October 1987, FUNG was the first in the bank group he worked for to propose an intensive credit review for the resulting credit risk detection. “This idea was uniquely innovative for the Bank Group”, Fung recalled. His action immediately caught the attention of the CEO. “Very likely this helped to open up my career advancement opportunities.” FUNG attributes his opportunities arising from these two incidents to luck. However, he emphasises the luck “could not have befallen him” if he had not consistently learned from the environment and been genuinely devoted to his responsibilities and teammates in the first place.
Building professionalism careers through the HKIB’s certification
Upward mobility in banking nowadays requires more than
luck, learning on-the-job and the attention and the devotion compared with three decades ago, according to FUNG. Intense commoditised market competition, rapid market changes and the need for constant adherence to regulatory compliance, call for a markedly higher level of banking professionalism for typical career advancement. Here, FUNG believes that the CB qualification is a uniquely distinguished source and competency benchmark for Hong Kong's contemporary banking professionalism.
“No matter they are staff of larger banks that favour precise division of labour or the staff of smaller banks that may have relatively limited resources for comprehensive training; they can all now work hard to obtain a professional qualification recognised by the entire industry through the ‘hardware’ of the CB framework,” FUNG says. Equipped with the CB qualifications, complemented by relevant “soft skills”, banking professionals will be potentially capable of proceeding stably in their career path towards becoming a holistic banker.
FUNG added that, most Enhanced Competency Framework (ECF) programmes launched by the HKMA and administered by the HKIB have been incorporated into the CB framework, which has

他於1974年6月出道,在完成九個月的實習生計 劃後即遇上石油危機,西方工業國的經濟衰退令 企業哀鴻遍野。他憶述:「還記得於實習期間,我 獲銀行委派負責不良貸款的催收工作。在某個睡 不安寧的晚上,腦海裡盡是前輩的教導和催收 貸款的經歷。忽然靈光一閃,想出一道可多收回 三十餘萬的合法方式。在當年來說,這筆款項對 於初出茅廬的我來說十分巨大,我當年的月薪大 約只是2000元。」翌日,在跟老闆商量後,他和當 時一間大型律師行商討法理可行的欠貸追討方 法,證實可行,而該律師行乃負責為銀行行使其 法律權利和程序「。老闆當時還有點詫異,奇怪律 師行怎麼從沒想過我提出來的收貸方法,最後竟 由一個入行不到兩年的年青人無意間構思出來。」
1987年10月,美國爆發股災,市值蒸發駭人。馮 兆明當時作為其中一名前台業務部門主管,向 CEO提出做信貸排查,成為該銀行集團當時提 出這個概念的先驅者之一,亦因而獲得CEO賞 識。「這些經歷某程度打開了我日後的事業成 45 功之門,當然也有點點運氣。」然而,他強調,如 果他沒有從環境中成長學習,克盡己任,那麼 幸運絕不會降臨在他身上。
