The threetier structure — the Council, the Executive Committee, and the Secretariat — ensures a clear separation of roles between strategy formation and execution.The Council holds the responsibility of establishing HKIB’s medium to long term direction. It advises the Executive Committee on matters related to banking industry development. On the other hand, the Executive Committee is accountable for the overall management of HKIB. This includes overseeing training programmes, granting qualifications, and managing collaborations with organisations in Hong Kong, Mainland China, and overseas. The Executive Committee also delegates tasks to other Committees as needed. Both the Council and the Executive Committee comprise seasoned professionals, regulators, and leaders from the banking and financial community in Hong Kong.To provide focused oversight and recommendations, several Committees and Sub-Committees have been established. These entities monitor specific areas of HKIB’s operations and regularly make recommendations to the Executive Committee.(1)Administration and Finance Committee(2)China Development Committee(3)Examination Moderating Sub-Committee(4)Financial Technology Committee(5)Future Banking Committee(6)Membership and Professional Development Committee(7)Professional Standard and Examination Board(8)Publications Sub-CommitteeThe CouncilTheCounciliscomposedofaPresidentandaminimumoffiveVicePresidents, who are appointed by the Executive Committee. The primary function of the Council is to provide guidance and advice to the Executive Committee on all matters concerning the Institute. To be eligible for a position on the Council, an individual must fulfil the following criteria: (1) they must be a Director or a senior executive employed by a bank licensed under the Banking Ordinance, Chapter 155 of the Laws of Hong Kong; (2) they should have a background of service or current involvement in the banking and financial industry in Hong Kong, demonstrating leadership qualities; and (3) they may also be considered based on their suitability as determined by the Executive Committee.有效管治是香港銀行學會運營的根本。三層企業管治架構由議會、理事會及秘書處組成,確保在策略方向制定及運營管理的實際執行過程中,有明確的角色分工。議會負責制訂學會的中期和長遠發展路向並就銀行業發展事務向理事會提供意見。另一方面,理事會負責學會的整體管理包括監管培訓課程、頒授資格,及與香港、中國內地和海外組織聯繫。理事會亦按情況分配工作至其他委員會。議會及理事會的成員為香港銀行及金融業的資深專業人士、監管人員和行業領袖。為提供重點的監管和建議學會設立了不同的委員會。這些委員會監督學會的特定營運範疇,並定期向理事會提出建議。(1)行政及財務委員會(2)內地發展委員會(3)考試評審委員會(4)金融科技委員會(5)未來銀行業委員會(6)會籍及專業發展委員會(7)專業標準及考試委員會(8)出版事務委員會議會議會由理事會委任的一名會長及至少五名副會長組成。議會的主要職能是就學會的所有事宜向理事會提供指導和建議。要獲得議會職位,有關人士必須符合以下條件(1)必須是根據香港法律第155章《銀行業條例》下持牌銀行所僱用的董事或高級管理人員;(2)應具有香港銀行及金融業的服務背景或現時從業有關行業,並展現領導才能及(3)亦可根據理事會釐定的適合性加以考慮。管治Governance
